Create webhook subscriptions

https://api.bitso.com/v4/webhooks

Creates one subscription per event type in events, all pointing at the
same HTTPS callback_url. Duplicate event names in the request are
collapsed (case-insensitive).

Returns 201 Created with a Location header pointing at the first
created subscription.

Event types to subscribe to. Values are stored in lowercase.
funding/withdrawal and payin/payout belong to different
APIs; see EventType.
